I've never seen that before - cute. I love Valentine's Day . . . we made homemade Valentines (even though I'm not super crafty) and fudge. You'll appreciate this - my 4 year old is really into Star Wars these days so we got done writing her name on the Star Wars Valentines she bought for her preschool class (with corny lines like "May the Force be with you on Valentine's Day" and "You're the best Valentine in the galaxy"). I'm making dinner at home for my husband tomorrow.
I agree with Daisy about the configuration of "I love you" in ASL. I' don't know what this means except that someone has way too much time on his/her hands.
In addition to my other quests, I'm on a quest for a mattress to go with my new bed. That's how I'm spending Valentine's Day. I've invited Athena along with me.
Maybe the shrub is to celebrate someone's 8th birthday?

That is the sign for I love you, isn't it? Now I'm not so sure.
I don't think this is the sign (ASL)for I love you! but I don't know what this one means. Fortunately it's not "the finger"! :-D
the "I love you" sign is with the index and pinky fingers raised, the two middle fingers to the palm and the thumb off to the side.

I'm certainly no expert, Margaret, but from the looks of this (http://people.howstuffworks.com/sign-language2.htm) I think that's the number 8.
Perhaps that's how much you love us on a scale of one to ten? Pretty good.
There is also religious art to think about.Saints,Buddha and many other Gods are shown holding their hand this way.
Both of my boys take ASL and they agree on the number 8. Which can symbolize eternity or God right?
